Top Video Splitter is an application with a pretty self-explanatory title - it allows you to cut video files into smaller pieces. But you can also convert them to other formats, such as AVI, FLV, MOV, MPG, RM and WMV. The interface of the program is clean and pretty intuitive. Video clips can be imported via the file browser only, because the "drag and drop" method is unsupported. Batch processing is not possible. So, you can preview the clip in a built-in media player and split it by marking the start and end position, select an output profile and directory, and proceed with the task by clicking the "Start" button. Additionally, you can configure audio and video settings when it comes to the quality, size, letterbox, volume, bit rate, frame rate, codec, sample frequency rate and channel mode. In the "Preferences" area you can enable Top Video Splitter to automatically overwrite files with existing names and to immediately play the video once it has been imported. The video processing tool runs on a low-to-moderate amount of system resources, has a good response time, quickly finishes a task and manages to keep a good image and sound quality after conversion. No errors have been displayed during our testing. There's also a step-by-step guide with snapshots that you can check out. On the other hand, you cannot split videos by custom time or into equal-sized parts. Also, the unregistered version has some harsh limitations.
